The Payroll Analyst function acts as a Workday subject matter expert capable of supporting essential Workday modules. The job is highly analytical and front-facing, providing Workday assistance to main stakeholders and the organization as a whole. As a subject matter expert, the Payroll Analyst is in charge of Workday troubleshooting, setup, maintenance, and testing.

Qualifications:

- Processing and editing W-2 forms according to federal and state regulations; assisting in the creation of salary and benefit cost projections for budget development and collective bargaining; maintaining accurate balances of payroll expenditures for reconciliation with the District’s budget; and maintaining a detailed control sheet for each payroll period.
- Employee status changes are recorded in the system to determine if adjustments are necessary when employees are moved, promoted, degraded, or become full-time or part-time.
- Activities related to processing and administering employee pay, including maintaining complex and confidential accounting/bookkeeping records.
- Assist District workers and others with payroll responsibilities by responding to enquiries, resolving difficulties, disagreements, and inconsistencies, and providing technical knowledge about relevant transactions, records, laws, regulations, policies, and procedures.
- Preparing and printing paychecks for all District employees, including taxes, social security, unemployment insurance, and retirement savings. All of the district’s employee records for taxes, benefits, membership fees, and other expenses that can be deducted should be kept up to date. Figure out the tax burdens and make any changes that are needed.
- Communicate with business users to find out and clarify their needs, then translate those needs into system functionality using best practices and making suggestions to make sure the system works as well as possible.
- Internal and external customers, including state and federal government entities, are researched and resolved. Prepare ADHOC reconciliations and reports, as well as provide correct data. Run month-end, quarterly, and year-end closing payroll reports; administer quality review, analyze transactions, resolve discrepancies, and provide key observations and/or recommendations as needed before delivering to internal/external customers (not including EDD, IRS, vendors, auditors, CSMC management, etc.).
- The person is in charge of starting, monitoring, processing, and auditing the organization’s bi-weekly payroll runs. Set up each job, check the results, look over any mistakes to figure out how to fix them, and make sure the balance is correct before moving on to the next step in the processing.
- Follow up with employees to ensure data is accurate and fulfills policy and procedure requirements. Determine whether modifications are required and implement them to guarantee compliant data in reports/systems.
Skills:
- A bachelor’s degree in accounting or business, or an equivalent combination of education and experience that would include the majority of the requirements listed below, is required. Alternatively, the majority of the requirements could be met through an equivalent combination of education and experience.
- Payroll processing knowledge from time capture to final payroll tax payments SAP knowledge is preferable.
- The knowledge of time-reporting systems and processes is highly desired. Having worked under a union contract is a distinct advantage; nonetheless, it is not a must. Excellent interpersonal and customer service skills, as well as the ability to communicate both vocally and in writing are essential.
- Level 2 needs three or more years, whereas Level 3 requires five or more years of recent, growing experience in relevant analytic and reporting tasks, including garnishment processing.
- 2-4 years of relevant experience in an analytical position employing Workday; specialized familiarity with any of the following Workday modules is highly desirable: Human capital management (HCM), payroll, benefits, compensation, recruitment, and education all fall under this broad category of HR services.
