Job Description

Budget Analysts prepare advance budgets and do financial analyses. Examining, evaluating, and analyzing operational budgets; generating statistics and reporting on budgetary operations; and creating and modifying legislative appropriation requests, operating budgets, and other mandatory reports are all part of the job. Provides technical budgeting advice and help to department officials. To conduct important job duties, the Budget Analyst use a number of software tools such as Excel, Access, Word, HHSAS, CAPPS, and ABEST. The Budget Analyst works under the supervision of the Budget Manager and has considerable leeway to exercise initiative and independent judgment.

Qualifications:

  • Manage the day-to-day budget operations for the many programs that the agency is responsible for, Assist program managers in assigned divisions with the development and execution of business strategies, ensuring that these strategies are economically sustainable and that they allow the agency to fulfill the expectations of its customers in terms of satisfaction.
  • In cooperation with the Agency Budget Director, offer analytical assistance for program business cases, projections, make-or-buy choices, rate studies, and other financial modeling and analyses.
  • In addition to the responsibilities mentioned in the job description, performs extra jobs as assigned that aren’t part of the employee’s primary job responsibilities but fall within their broad occupational category.
  • Oversees the creation and management of the Center’s annual budget and other funded budgets. Also predicts how much money will be needed for staff, equipment, materials, supplies, and program activities. Keeps track of spending and recommends whether or not it should be approved based on financial knowledge.
  • Analyzes financial records and statistics on personnel expenditures to determine the financial resources required to carry out the program and presents budget allocation ideas for budget changes.
  • Operational programs are compared, and costs are calculated in relation to previous fiscal years’ services. The Supervisor receives reports with budget modification recommendations.
  • By providing financial and budgetary studies in narrative form (including charts/graphs and presentations), as well as for senior management, the legislative staff and external stakeholders. It’s critical to be precise and thorough.
  • Operational and budgetary difficulties for the assigned Division are handled by the Office of Management and Budget Office of Finance, including the processing of all Agency awards. An official in charge of overseeing and coordinating the State’s Attorney Office budget (SAO).
  • Researches, compiles, assesses, and analyzes data for special projects; suggests, in accordance with University policy, the necessary service and personnel levels
  • Reports on income and spending are made and analyzed. Supervisory staff are given advice on trends, and quarterly reports on income and spending are made so that estimates can be changed to actual spending to improve City budget reports.

Skills:

  • In addition to 4 years of professional management experience, you must have skills in establishing, monitoring, and managing an operational budget and grant preparation/administration.
  • Scientific and Analytical Capability to assess and develop conclusions from data; to back proposals with facts and analysis; and to understand and implement rules, regulations, and policies. Capacity to effectively communicate ideas and information verbally and in writing using language that is easily understood by the intended audience.
  • A bachelor’s or higher degree in finance, business, accounting, or public administration from an approved institution or university is required.
  • The ability to work in a fast-paced environment, be self-motivated, and be able to handle many tasks at once, as well as the ability to work with and develop others as a team, are all prerequisites for this position. Knowledge with Microsoft Office software (Word, PowerPoint, Excel, Publisher) and graphics/desktop and Internet apps is a plus.
  • A quantitative analysis master’s degree requires accreditation in one of the following areas: accounting, business/public management, financial and economic analysis, or a closely related topic.
