Full-Time Budget Analyst – Muharraq
Job Description
As a Budget Manager, you have the freedom to make your own decisions in the course of your work. All grants, procurement, budget preparation, Administrative Review Committee (ARC) contracts, and travel and purchase card permissions are overseen by the Budget Manager, who represents the State’s Attorney in public meetings, council sessions, and legislative hearings. They meet with other agency directors, deputy directors, elected and appointed officials to discuss management matters.

Qualifications:
- Performs budget changes by examining accounting records and staff expenses data to calculate financial resources necessary to accomplish program, and making budget allocation suggestions.
- OFM, legislative staff, senior management, and external stakeholders: narratives, charts/graphs, and presentations on financial and budgetary studies. Be precise and comprehensive.
- Supervises the periodic evaluation of budgets by compiling a comparative study of operational programs, examining expenses in relation to services completed during the preceding fiscal year, and delivering reports to the Supervisor with suggested budget adjustments.
- Creates and analyzes income and expenditure data; advises supervisory staff on trends; prepares quarterly reports to translate estimates to actual expenditures for City budget reports.
- Analytical support for program business cases; forecasts; make-or-buy decisions; rate studies; and other financial modeling and analysis are provided in coordination with the Agency Budget Director.
- Executes different actions and duties as assigned, some of which may not be included in the job description but fit within the broad occupational category and responsibility level typically associated with the employee’s line of work.
- Daily budget operations for agency programs Assist program managers in assigned divisions with the formulation and execution of financially viable business strategies to satisfy customer satisfaction requirements.
- OMB Finance addresses all operational and financial matters for the assigned Division, including Agency award processing. Planning and managing state attorney’s budget (SAO).
- Examines data for special projects; collects, evaluates, and analyzes data; suggests, based on University policy, the service and staff levels needed for specific projects.
- Oversees preparation and management of the Center’s yearly budget and other funded budgets; forecasts monies required for employees, equipment, materials, supplies, and program activities; monitors and recommends approval of expenditures based on financial judgment.
Skills:
- Minimum of three years’ experience in a comparable position; excellent organizational and people skills; good communication and writing skills and able to work in a fast-paced environment; self-motivated and able to handle multiple responsibilities at once; good managerial skills and able to work and develop others as a team; advanced knowledge of Microsoft Office (including Word, PowerPoint, Excel, and Publisher), graphics/desktop and Internet software knowledge helpful.
- Analytical and research Ability to analyze, evaluate, and draw conclusions from data; provide facts and analysis to back up suggestions; understand and apply rules, regulations, policies, and procedures Ability to communicate thoughts and facts verbally and in writing in a way that the audience will comprehend.
- Master’s degree in Accounting, Business or Public Management, Finance, Economics, or Quantitative Analysis from an institution of higher education that has been officially recognized as having high academic standards;
- a degree equivalent to or greater than a bachelor’s in finance, business, accounting, or public administration from an institution or university that is approved.
- In order to qualify for this position, you must have a minimum of four (4) years of professional management experience, as well as expertise of how to create and manage budgets and grants.
